CHED Scholarship 2024 Ultimate Guide - Application, Requirements
Every year, the Commission on Higher Education (CHED) will accept scholarship program applications, because of the CHED Memorandum Order (CMO) No. 08 Series of 2019 titled "Policies and Guidelines for CHED Scholarship Programs (CSPs)". The CMO is the revised version of the CMO No. 13 series of 2014, which contains the Guidelines for the Implementation of the Student Assistance Programs (StuFAPs) which started in 2014-2015 academic session.
The goal of CSP is to assist deserving and financially-incapable students particularly the less priviledged and Homeless Citizens, disabled personalities, single parents and/or their children, older citizens and Indigenous People in concluding their tertiary education.

CHED SCHOLARSHIP PROGRAMS 2024/2025
Qualified applicants will be given Full or Half Scholarship under the State Scholarship Program (SSP) and Private Education Student Financial Assistance (PESFA). The awarded scholarship will be determined through ranking system and number of slots available.
QUALIFICATIONS/ ELIGIBILITY REQUIREMENTS FOR CHED SCHOLARSHIP 2024/2025
1. Candidates must be a citizen of Philippines;
2. Candidates must have a certified high school certificate with General Weighted Average (GWA) of at least 90% or its equivalent as stated below:
- upon completion of Grade 11 and 1st semester of grade 12, then grade is calculated as ((Average GWA of Grade 11)) + GWA of grade 12)/3)*70%
- upon completion of grade 12, then grade is calculated as GWA*70%
3. The combined annual gross income of candidate's parents/guardian must not be more than Php 400,000.00. (if the combined income exceeds Php 400,000.00, the candidate must present a written certification or health documents of an ailment of a family member, or proof of admission of two or more dependents enrolled in universities)
4. Candidates belonging to the special group of individuals like the less priviledged and Homeless persons, people with Disabilities (PWDs), single parents and/or their wards, the elderly, and also Indigenous People are required to submit certifications and/or Identification Cards (IDs) issued by respectable agencies.
CHED SCHOLARSHIP 2024/2025 FINANCIAL ASSISTANCE
Stipends received by candidates covers the tuition fees and other school fees (TOSF) including funds that will be paid directly to candidates or via Higher Education Institutions (HEIs) every semester in an academic year till the end of the degree program. Below is the overall stipend for previous CHED scholars:

For interested HEIs with three semesters or quarter system, the total funds stated in the tables above will be evenly distributed, depending on the kind of scholarship given.
The CMO made clear that the total TOSF stated in the above table is based on the summarised average tuition fees in SUCs, while the total stipend is based on inflation rate, must be in sync with the current development of financial assistance to provide quality and affordable educational materials for deserving candidates.
WHAT ARE THE APPLICATION (DOCUMENTARY) REQUIREMENTS?
Interested CHED Scholarship applicants must possess the following:
1. CITIZENSHIP REQUIREMENT
Original Copy of Birth Certificate
2. ACADEMIC REQUIREMENTS
Secondary school certificate for the new freshmen students eligible for college
Original copies of grades for Grade 11 and 1st semester of Grade 12 for high school graduating students
3. FINANCIAL/INCOME REQUIREMENTS
Interested applicants must present any of the following financial documents.
Most recent Income Tax Return (ITR) of parents/guardian
Proof of Tax Exemption from Bureau of Internal Revenue (BIR)
Proof of Indigence from Barangay or Department of Social Welfare and Development (DSWD)
Report of case study from DSWD
Recent copy of contract or proof of income may be required for children of overseas Filipino Workers (OFWs) and seafarers.
CHED SCHOLARSHIP 2021/2022 APPLICATION PROCEDURE
In PDF format, download the 2020 CHED scholarship application form.
Fill the CHED scholarship application form and then submit it along with the required supported documents directly to the CHED Regional Office where the schools that they graduated from are based.
If the form is filed online, submit it along with the supporting documents to the CHED Regional Office (CHEDRO) concerned (in PDF format), the form is subject to review for verification against the original documents.
Alternatively you can submit the form through a courier along with the required documents.
DO I HAVE TO TAKE AND PASS AN EXAM TO BE A CHED SCHOLAR?
Good news! the CHED scholarship does not require you to pass an exam. You only need to submit the required documents.
SELECTION CRITERIA FOR CHED SCHOLARSHIP RANKING
Qualified candidates will be selected for the CHED scholarship via a ranking system based on their various requirements. The ranking format will follow the following percentage distribution.

Qualified students will only receive scholarship awards(full/half) based on results obtained from the ranking system and number of slots available in a region per academic year.
The image below shows the equivalent points used in the ranking process. The equivalent grades for ALS and PEPT passer is 80% with 70 points.
Underprivileged and Homeless Citizens, disabled people, single parents and/or their wards, Senior Citizens and natives of the state are give an additional 5 points to their total score, after meeting all the requirements.
NOTICE OF AWARD (NOA)
When the required documents have been submitted, CHEDRO will assess the applications and rank the qualified candidates according to their specifications. After the evaluation by CHEDRO, NOAs are sent to the list of awardees from CHEDRO through HEIs. Upon arrival of the NOA, applicants are required to sign and send the NOA back to the concerned CHEDRO via hard copy or electronic form within the space of thirty (30) days.
RESPONSIBILITIES OF A CHED SCHOLAR
Below are the responsibilities of a 2024/2025 CHED scholar:
Candidates are required to enroll in priority programs of Private Higher Educational Institutions (PHEIs) or SUCs/LUCs with a Certificate of Program Compliance (COPC)
85% GWA or its equivalent is required for full scholars and 80% GWA or its equivalent for half scholars.
Carry a regular load per semester/term as determined by HEIs.
Degree programs are expected to be completed within the time frame required in the curriculum.
For transfer cases to another HEI or cahnges in priority programs, get the written approval of the concerned CHEDRO.

NON-DUPLICATION OF SCHOLARSHIP
Duplication of financial benefits is strictly against CHED rules and regulations. The following students who are beneficiaries of their respective scholarship full/half should not apply.
Students in CHED Grants-in-Aid Program for Poverty Alleviation. These students already have access to the TOSF privilege and are receiving yearly compensation under the Tertiary Education Subsidy (TES),
Existing students in PHEIs in cities and states with no records of SUCs/ LUCs but receive both tuition and compensation allowance,
Less priviledged students based on the National Household Targeting System or the Listahanan 2.0. These students are either enrolled in PHEIs or SUCs/ LUCs and therefore receive compensation benefits or students of the free TOSF privilege who also receive stipends.
Poor students that are part of Listahanan 2.0, with rankings based on estimated per capital income determined by submitted documentations of proof of income. These students are enrolled in PHEIs or SUCs/ LUCs and they also receive compensation benefits,or students under the TOSF benefits.
